I watched a vet thing on TV the other night and a lady's rat had asthma, they made a nebulizer for it. I've also heard of dogs and horses having asthma but this was all on TV so....

Yes, it’s certainly possible. I’m a vet tech and we see a lot of cats with asthma. We have seen an asthmatic rat too but unfortunately not a lot of people want to spend money diagnosing and treating pocket pets so most probably go undiagnosed.
My cat has asthma too. Only a problem if we use the wrong flea killer. Same stuff bothers me too. We were both on steroids together several years ago!
